Creating UIS Staffing for Public and Municipal Services

Before 2014, there were 1,593 local databases and registers of public employees in the Republic of Tatarstan. The register of public employees was updated only once a year, therefore the information contained therein was not always accurate. It took one to three days to prepare ad hoc reports. To consolidate staffing data retrieved from over 1,500 miscellaneous databases and registers and to create mechanisms that make it possible to keep the register of public employees updated, the Ministry of Informatization and Communications of the Republic of Tatarstan decided to build a unified information system for public and municipal services of the Republic of Tatarstan (UIS Staffing).

Tasks

  1. Create a unified interdepartmental information environment to store staffing data of public and municipal employees of the Republic of Tatarstan thus enhancing and improving HR management processes.

Solution

Due to its extensive experience in implementing projects for the government of the Republic of Tatarstan, ICL—KME CS was selected as a preferred contractor for this project. UIS Staffing was built on a software platform developed by 1C Company, a Russian developer of business software and databases.

At the first stage of UIS Staffing development project, ICL—KME CS experts built a number of subsystems including Talent Pool, Consolidated Register of Public Employees, Performance Appraisal, Analysis and Reporting, Performance Monitoring. The next stage of system development envisages creation of an expert system that will automate the following HR management processes: scheduling of personnel training, building company succession pipeline, planning ongoing consistent work with succession candidates, and professional development of succession candidates.

Result

Implementation of this project resulted in creation of a unified database of staffing data that includes and can be accessed by all state and local authorities of the Republic of Tatarstan.

Review

Thanks to UIS Staffing, we can promptly get any statistical data on the number of public employees, personnel turnover, personnel training, etc. Such systems are currently used only in a few Russian regions and at large enterprises. Our system operates online, includes all state authorities and has wider functionality. We started working on this project over a year ago. As a rule, it takes several years to implement such system. It tool us a year to implement and significantly enhance it.
