Implementation of Electronic Document Management System at Great national Khural in the Republic of Kalmykia — The Project Is Over
ICL-KME CS’ Astrakhan Representation that is used to be DIRECTUM certified partner has completed implementation of DIRECTUM EDMS at Great National Khural in the Republic of Kalmykia.
Great National Khural (the Parliament) of Kalmykia is the top representative agency of State legislative power in the Republic. Domestic legislation is its main function. Its main activities are improvement of budgetary relations in the republic, economic development work, as well as regulatory management of public construction, development of local self government, regulatory framework for social decisions, legal protection of rights.
Looking for advanced tools that would enhance work efficiency with respect to law-making function and solving social and economic problems in the republic is very important. Using up-to-date information technologies ensures transparency of the Parliament’s activity both for its employees and the citizens, provides long-time positive interaction between authorities and the population.
Great National Khural (the Parliament) of Kalmykia provides legislative and informational support for people’s deputies. Khural prepares bills to be considered during parliament sessions and then amended using comments and suggestions from Kalmykia executive government bodies and from other legislative bodies of constituent territories of the Russian Federation. Citizens’ calls to Khural are also received and processed. Codification of laws is made by Khural members.
Implementation of DIRECTUM system started with a pilot project for 20 workstations covering a few departments of Great National Khural such as General department, Information department, Legislative department, Secretariat of top managers. Today, all Parliament departments have got to use electronic document management system, especially the whole staff of legislative and information departments.
The positive effect of the system implementation is vivid. Managers got the possibility to control execution and optimize job assigning within their departments. General department staff now have the possibility of electronic document processing and control on a new quality level.
The system enables follow-up. Moreover, it allows paper documents location control which is essential for the staff of Khural, since the major part of paper documents are routed to responsible persons because of internal storage problem. At the same time, the traditional paper work still remains as a form of communication between the departments because not all the working places are automated.
The distinguishing feature of the project is the fact that the Head of Khural, Ertne Bakayev, has on-line direct access to all data, so it «whips up» the rest of the staff to use DIRECTUM system as well. Thanks to regular control by top management there have not been any make-or-break deadlines.
Acceptance of electronic-digital signature in the nearest time will ensure complete electronic coordination and approval of orders, regulations and requests, as well as completely electronic management of documents during interaction tasks with Accounts Chamber and Executive Office of Kalmykia President.
