ICL-KME CS Conducts the Seminar on Highlights of Transitioning Budgetary Educational Institutions into Autonomous Ones
The seminar on highlights of transitioning budgetary educational institutions into autonomous ones was held by ICL-KME CS for twenty pre-school educational institutions in Novocheboksarsk. The event was held within the framework of budgetary entities reorganization according to Federal Law No.83 FL “On introducing amendments to certain legislative acts of the RF to improve the legal status of state (municipal) institutions”.
Tatarstan as a path-breaker in this area is actively sharing its experience in the autonomous entities development. The project «Business and financial performance and results in the municipal autonomous pre-school institutions in Kazan» was analyzed during the seminar. Last year ICL-KME CS provided an autonomous mode of operation for 195 kindergartens in Kazan. To realize this mode, it was necessary to introduce the reciprocal payment process with parents and RT welfare structures as well as monthly payroll preparation and other accounting. The total solution proposed by ICL-KME CS meets all these requirements.
The above mentioned project contained the whole range of IT services: infrastructure solution creation, information support, consultancy and methodological tools. Special attention was paid to customer training (more than 200 employees were trained within the project scope); system support was provided via the call centre.
The prototyping system of business and finance operation was demonstrated at the seminar. The participants paid much attention to the following subsystems: child care service payment, children attendance, finance report generation.
“1C: Enterprise 8 is the basic software for system implementation, namely: 1C: Accounting 8 for autonomous entities and 1C: Salary and Personnel Management 8. These modules were updated taking into account pre-school institution peculiarities,” says Galina Karikh, director, Financial Systems business unit. "We employed a ‘thin client’ technology, and it enables the centralized system administration providing information security, data protection and smooth application maintenance.”
